The first and foremost requirement to participate in GeM tenders is to be registered on the GeM portal as the vendor.
Registering your business on the GeM portal is simple and easy, requiring no additional fees. Any MSME can register on the GeM portal as per their eligibility.
Bidding only happens when the procurement is worth more than ₹ 3,00,000.
Registration on the GeM portal is necessary for any business that wants to sell its products and services to the government through public procurement.
Initial registration on the portal is free of cost, but sellers must submit caution money as a safety net as required by GeM guidelines.
Once the essential registration is completed, the vendor has to go through a Vendor assessment process conducted by Rail India Technical and Economic Service "RITES" to get the OEM "original equipment manufacturer" or deemed OEM vendorstatus.
The assessment process is divided into 2 stages:
During the desktop assessment, applicants/sellers are required to submit all the relevant information regarding their business, including product description, process, and method of operations
ideo assessment is conducted by the RITES team online through an authorized application via smartphone.
Vendors must provide technical answers regarding their products and the manufacturing process during this assessment stage.
They must also showcase their premises, work area, operations, and other details.
However there are some categories of sellers who are exempted from vendor assessment process on GeM and can directly take part in the biddings and tenders.
Once the vendors obtain the OEM status, they must list their brand on the GeM portal. Brand listing can be done as a registered trademark business or a brand but not a trademark. Sellers can also enlist as unbranded vendors on the government marketplace.
Lastly, we must complete catalog management/product listing once the brand is listed on the portal. As the categories, vendors are required to list their products in their relevant categories and sub-categories.
Under this category, buyers can initiate a bid for the specific product category so that eligible vendors can participate with their pricing and offers.

If the product category does not exist and the buyer wants to create a bid, they can make it on the portal per their requirements.
Such bids are initiated when the product is unavailable in the category and buyers want to combine products and services. In that case, buyers must create BoQ bids for sellers to participate in the bidding process.
The RA (reverse auction) bidding system is a competitive system provided to buyers to ensure that it gives all eligible vendors equal opportunity to participate in the bidding and quote their maximum discount on the products and services offered on the GeM portal.
Buyers usually opt for RA auction when they completely understand the marketplace and base price. Where eligible vendors make their bids, the vendor with the lowest discount will be considered an L1 bidder.
While creating for bid, buyers can choose to bid to RA. Whereby about 50% of vendors will be eligible for the offer. The fifty percent evaluation is based on the lowest price quoted by the bidder during the bid/ auction.
If RA is not opted by buyers, but more than one vendor qualified for the L1 price, buyers will be allowed to open for reverse Auction.
Sellers must log in to their GeM portal account using their registered credentials.
Search for the product you are looking for using the search option through the notification panel. You can see the live tenders from buyers as per their requirements.
Submit all the details regarding the product, base prize, discount, and offered price. Only sellers with the highest value get through the bidding system at the end of the whole process. Which eventually takes a few days to complete.
