The Gujarat State Pollution Control Board is tasked with enforcing the laws regarding protecting the environment in Gujarat. Gujarat State Pollution Board has been working to control and prevent water and air pollution in the state. The primary function of the board includes granting consent under the Water and Air Act, as well as overseeing environmental law compliance of industries in the state.

The Gujarat Pollution Control Committee (GPCB) is a statutory organization working under the Department of Environment, Forests and Climate Change, Gujarat State, Govt. of Gujarat. As an agency of government, it ensures the implementation of environmental laws and standards to check pollution in the state’s environment. GPCB regularly measures, analyzes and supervises air, water & soil monitoring data, issues PCC (pollution control consent to establish and operate), and checks conformance to environmental norms & standards by the industries. It also provides and implements environmental sensitization programs and also offers policy advice to the government on environmental issues. GPCB operates under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981, promoting sustainable development.

Consent to Establish (CTE)
It is mandatory for any establishment to apply for a CTE before starting its operations or function has taken place in an organization. The Government of Gujarat has launched a portal called XGN which stands for extended Green Node which makes it easy for an application to be submitted online as per the provisions of Environmental Laws.
Consent to Operate Consolidated Consents and Authorization (CCA)
It is required to apply for this consent before business operations. A CCA must be requested in compliance with the Water Act, Air Act, and Hazardous Waste Regulations following the installation of any necessary equipment or systems for the control of pollution and at the beginning of business operations.
The responsible authority must install an Environment Management System (EMS) to contain and control pollution after issuing a CCA receipt. After review by the legal and technical authorities, a CCA shall be then issued to the applicant that consists of various terms and conditions including the need to maintain standards

The application has to submit a complete form as per the category in which the industry falls along with the required documents, and fee. The supervising officer will review the application and make recommendations if needed.
A site inspection will be carried out by an inspecting officer who will visit the unit to check for the pollution control measures and other declarations made in the application.
If the inspection report is up to the mark, then the consent certificate is granted to the manufacturer.
The validity period for the Consent to Establish is valid for three years or for 45 days before the plant is put into operation. Consent to operate is valid for two years for medium and large-scale units and five years for small-scale industries.
The size of the industries and the amount of resources they consume have been the main factors used in the categorization processes, pollution from the discharge of pollutants and effluents, as well as the potential health effects, have not been taken into consideration.
