The Haryana State Pollution Control Board is tasked with enforcing the laws regarding protecting the environment in Haryana state. To obtain Consent Certificates (Consent to Establish (CTE) and Consent to Operate (CTO)) from the Haryana Pollution Control Board (HPCB), the following documents are generally required:
The validity period for the Consent to Establish will be five years for projects that don’t need environmental approval and the projects needing environmental clearance shall be given for seven years. Consent to Operate for red, and orange categories shall be five years, and for green industries, which will have ten years of validity. The white category industry shall be valid for seven years.

Manufacturers must submit their applications in the required format via the Haryana Enterprise Promotion Center's web portal, together with the necessary paperwork and fees. in addition to completing the CTE application, performance security must be submitted.
Once the application is submitted through the online platform, the application and the attached documents are reviewed as per the guidelines stipulated by the Haryana Pollution Control Board.
After reviewing the application, authorized personnel conduct an inspection, after which the inspection report is prepared.
If the inspection report is up to the mark, then the consent certificate is granted to the manufacturer by the HPCB.
