For all industry categories, a No Objection Certificate or consent to establish is necessary. Prior to the start of any business, the PPCB issues a certificate known as a CTE. The CTE from the State Pollution Control Board is required for each project proponent. These documents make sure that any covenants mentioned in the certificate are not objectionable to an enterprise.

The application for the Consent to operate requires to fill a separate form along with the application fee and documents, based on the correctness of the same application.
To obtain Consent Certificates (Consent to Establish (CTE) and Consent to Operate (CTO)) from the Punjab Pollution Control Board (PPCB), the following documents are generally required:
The validity period for the Consent to Establish will be one year and for Consent to Operate for all industries, it will be five years, except for green industries, which will have ten years of validity.

After reviewing the application, authorized personnel conduct an inspection, after which the inspection report is prepared.
If the inspection report is up to the mark, then the consent certificate is granted to the manufacturer by the PPCB.
