L1 comparison is initiated when the purchase order is more than INR 25,000. Then it's mandatory to compare products from three different sellers who offer the lowest possible price for their products.
Yes, any purchase order below INR 25,000 can be directly procured by Government entities, and purchase orders above INR 25,000 upto INR 5,00,000 can be directly purchased after initiating an L1 comparison.
Per the regulations laid out in General Financial Rule 149, any purchase order with a value greater than 5,00,000 Indian Rupees must be placed through the competitive bidding process.
