The Goa State Pollution Control Board is tasked with enforcing the laws regarding protecting the environment in Goa. The following are some objectives of GSPCB registration and NOC:

Registration:

  • Advice from the central government on any matter pertaining to lowering pollution levels in the air and water and enhancing air quality.

Documents required under Goa State Pollution Control Board

The following are the documents required for consent:

  • Landproof
  • Detailed flow chart, production process, and project report for projects costing five crores and above
  • A duly authorized individual must sign the schematic sketch of the proposed sewage treatment plant (ETP/STP), septic tanks, and soak pit as well as the comprehensive design calculation.
  • Layout plan showing the location of machinery, water supply/drainage lines, chimneys
  • Effluent Treatment Plant (ETP) and final discharge point, sludge solid waste disposal points, and septic/ soak pit or tank details
  • Site plan ( not required for units to be set up in industrial estates)
  • Technical approval for the residential project from the Town and Country Planning Department.
  • Site plan displaying the residential area, public places, water stream, etc. that are within a 5-kilometer radius of the factory site.
  • Original authorisation letter
  • A Copy of the Environmental Clearance report, form, EIA report, or any other survey any other survey (if required).
  • A Photocopy of the Prior Environmental Clearance (EC) that the responsible authority has issued, if any.
  • Certificate from Chartered Accountant certifying the total investment
  • Previous consent issued by the board in case of renewal of consent/expansion (if possible)
  • Any changes/ modifications in the industry after the consent is obtained (renewal application)
  • Stack analysis report/analysis report of treated effluent/sewage (for renewal application)
  • Form V of Environment Statement ( for Consent to operate renewal)
  • Any other document as per the requisition by GSPCB

Registration Process of Goa State Pollution Control Board

The following is the procedure for getting a consent certificate:

Step-1: Application and document submission

Fill out the outline application from Water/Air consents & Hazardous Waste Authorisation/BMW/Plastic/Solid waste/E-waste through the online portal maintained by GSPCB. The application, together with all technical information and supporting documentation, is submitted online, and the consent fee is determined using an online fee calculator.s

Step-2: Review of application and fee submission

R.O. staff reviews the application and the documents and accepts it if found complete in all respects. If more information needs to be submitted, a request is made via the web portal. After acceptance, GSPCB sends a request to submit the fee online.

Step 3: Issue of consent certificate

The application is processed online for issuing consent, based on the evaluation. The information about the decision of the GSPCB regarding the grant of consent is conveyed through an SMS alert and the online platform. The applicant receives a text message to download the digitally signed consent as well as a copy of it.

Validity of Consent by Goa State Pollution Control Board

The validity period for the Consent to Establish is valid for three years or for 45 days before the plant is put into operation. Consent to operate is valid for two years for medium and large-scale units and five years for small-scale industries.
