The Goa State Pollution Control Board is tasked with enforcing the laws regarding protecting the environment in Goa. Goa State Pollution Board has been working to control and prevent water and air pollution in the state. The primary function of the board includes granting consent under the Water and Air Act, as well as overseeing environmental law compliance of industries in the state.

It also provides and implements environmental sensitization programs and also offers policy advice to the government on environmental issues. GSPCB operates under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981, promoting sustainable development.

Consent to Establish (CTE)
The Goa State Pollution Control Board grants consent to establish for all new intended projects, including developments and industrial. If an industry or development project does not require environmental clearance from the Government of India, consent to establish.
Consent to Operate (CTO)
It is required that all operating units obtain Consent to Operate from GSPCB once the units have been constructed with the required pollution control systems.
Authorization for Hazardous waste
The hazardous waste rules, 1989 units generating hazardous waste. To collect, transport, store, treat, & dispose of hazardous waste.
Authorization for Municipal solid waste
Municipal corporations and municipal councils for municipal solid waste collection, segregation, transportation, storage, processing, and disposal
Authorization for BioMedical waste
Suitable for medical centers and clinics treating more than 1000 patients per month. Until a shared biomedical waste treatment and disposal facility is available, it is preferable to dispose of waste on the premises. under no circumstances should biomedical waste or municipal solid waste be combined with the annual return form II that needs to be submitted to the board.

For the collection, segregation, transportation, storage, processing, and disposal of municipal solid waste, municipal corporations, and municipal councils are responsible.

Fill out the outline application from Water/Air consents & Hazardous Waste Authorisation/BMW/Plastic/Solid waste/E-waste through the online portal maintained by GSPCB. The application, together with all technical information and supporting documentation, is submitted online, and the consent fee is determined using an online fee calculator.s
R.O. staff reviews the application and the documents and accepts it if found complete in all respects. If more information needs to be submitted, a request is made via the web portal. After acceptance, GSPCB sends a request to submit the fee online.
The application is processed online for issuing consent, based on the evaluation. The information about the decision of the GSPCB regarding the grant of consent is conveyed through an SMS alert and the online platform. The applicant receives a text message to download the digitally signed consent as well as a copy of it.
The validity period for the Consent to Establish is valid for three years or for 45 days before the plant is put into operation. Consent to operate is valid for two years for medium and large-scale units and five years for small-scale industries.
