The amount of municipal solid waste (MSW) generation and its management is a critical issue for Manipur as it struggles to cope with the effects of increased urbanization, population growth, and inadequate development. These are some problems which are directly affecting urban areas such as Imphal and due to which there is a remarkable increase in load of waste management systems and there are a lot of environmental and health hazards. Unfortunately, the state’s structures have been unable to meet the challenge of an efficient waste collection, sorting, transportation and disposal systems which has further worsened the situation. But knowing the need of the hour, Manipur has started coming up with a number of measures to improve its methods of waste disposal. Such measures include sorting the waste products in a more efficient manner followed by erecting facilities to recycle such waste products and motivating citizens to the positive practices of waste disposal. Moreover, the state government has considered the prospect of utilization of waste-to-energy technology and possible involvement in establishing relationships with the private sector aimed at strengthening the waste management systems. With reference to the above mentioned strategic measures, this paper explores a sustainable waste management system in Manipur which may overcome the current situation and make a better life as well as have an environmentally friendly manipulation system of management of municipal solid waste in future generations.
Municipal Solid Waste (MSW) is the waste produced by residents, industries, offices and other organizations within a particular city or town where solid waste usually consists of such items as food waste, paper, plastics, cloth, yard waste and others. The components of the waste include; organic waste, paper and cardboards, plastics, metal, glass and textile wastes. Collection, transportation and recycling together with the correct disposal of the MSW require management. Good management practices should therefore seek to reduce the negative impact of wastes while at the same time increasing the amount of utilization of wastes. The key ways consist of recycling, composting, waste-to-energy (WTE), and landfilling. Recycling techniques transform used products into new products, composting techniques break down the organic waste into soil enhancers, WtE incinerates waste to produce energy and landfilling techniques bury wastes in designated areas. Cooperative working among municipal authorities, enterprises and inhabitants is one of the most important requirements for the efficient MSW management. By developing a dense population and consumption society, effective solutions to waste problems are required for sustainable development and protection of the environment.
Municipal Solid Waste Management (MSWM) offers several benefits, crucial for maintaining environmental quality, public health, and sustainable urban development. Here are some key advantages:
To obtain Municipal Solid Waste Management Authorization, the following procedure must be followed, primarily governed by the Solid Waste Management Rules, 2016. The process may vary slightly depending on the state, but the core steps remain consistent.

Municipal Solid Waste (MSW) management in India can be regulated under a framework set under the Solid Waste Management Rules 2016.
The need for the authorization of Municipal Solid Waste Management in Manipur is urgently needed in order to address the existing problems in waste disposal especially in light of the increasing population and urbanization. The authorization procedure is as follows laid down in the solid Waste Management Rules, 2016 (amendment) Every generator, transporter and/or operator needs to submit an application to SPCB/Regional Officer with the following documents namely Authorization Application Form, proof of identity and address, authorization fee paid through online mode, self- declaration form, system compliant with the conditions of authorization, and monitoring of compliance. This is valid for five years, the authorization may be renewed to ensure that the company operates without interruption. It is necessary to achieve authorization and conformity with provisions of environmental law regulating waste management activities like collection, segregation, treatment, and disposal of waste in a bid to protect public health as well as the environment.
District councils, gram panchayats, or any other body that is involved in processing, recycling, treatment or disposal of the municipal solid waste particularly where the Municipalities produce more than 5000 Kg per day, require this permit.
To renew the authorization, the operators must apply to the SPCB or PCC for the renewal of the authorization not later than 60 days to the expiration of the current authorization. The renewal helps in maintaining a continued compliance to the set environmental standards.
Some of the observational check points employed in the SPCB are periodic inspections of the operations, scrutiny of reports of operation and the environmental status characterized by features such as air and water quality around waste management facilities. Finally, non-compliance may result in fines or withdrawal of the authorization.
