While import of the commodity without declaration of the goods can not be imported in the Indian Market. Any person can be an importer of the pre-pack commodity, seller, packer, dealer or manufacturer. Under the Legal Metrology Act and Indian Penal Code any package without proper declaration can lead to legal consequences and be punishable.

On June 1, 2011, under Legal Metrology Act, 2009 to relate to standards for weights and measures, control trade and commerce in weights and measures and other goods sold or distributed by weight, measure, or number, and for matters related to or incidental thereto.
